On July 16th at least 23 children in the Indian state of Bihar died after eating a midday meal that was provided for free by their school. Nearly as many are in critical condition in a local hospital. This event is horrific, without a doubt. Yet its damage could be even worse, if it raises too many doubts about the value of a largely successful programme.
